In 2012, the Builders Guild of Western PA (Builders Guild) formed a joint labor-management committee to review and make recommendations to the Western Pennsylvania Construction Industry Substance Abuse Testing Program (the Program). Since that time the Builders Guild has made changes aimed at benefiting the effectiveness of the Program.
For the past several years, much of the discussion within the Builders Guild has centered around testing for marijuana (THC), both medical and recreational. Attorneys for the Builders Guild have advised them that recently passed legislation and court rulings have resulted in the need to make changes to the Program. After careful consideration of the facts and different options, it is the recommendation of the Builders Guild to eliminate testing for THC in pre-employment, annual, and random testing scenarios within the program. Testing for cause, reasonable suspicion, and post-accident would continue to include THC, as well as testing for all other drug classifications. Additionally, enhancements will be made to the program by providing supervisory training in the importance of recognizing and responding to impairment on our projects.
